Joshua 21 records the fulfillment of a command given back in Numbers 35 — that the tribe of Levi would receive no single territory of their own but instead be given cities scattered throughout all the other tribal lands, along with pasturelands for their livestock (as seen in vv. 1-3). The Levitical families came before Eleazar the priest and Joshua to receive their allotted cities, and the distribution was carried out by lot, showing that God's hand, not human preference, determined the outcome (vv. 4-8).
